This Letter was acted upon by Secretary Dinky Soliman on May 23, 2011, when she visited our town of Mondragon and inspected the KALAHI-CIDSS PROJECTS and validated my complaint. Hence, she terminated Mr. Romeo Daz the Area Coordinator and Mr. Joel Traquena the Community Facilitator, the Kalahi Engineer Isisdro Bere, a certain woman community facilitator, book keeper/cashier Thelma Tan, and suspended the KALAHI-CIDSS for the Town of Mondragon.

Madam:
This refers to KALAHI –PROJECTS, Drainage
Canal (Php1.46 million), second cycle, constructed in our Barangay, Brgy. Eco within
town or poblacion proper Barangay, Mondragon N. Samar. In view
hereof, I would like to inform your good office about the severe problem and troublesome
created to our Barangay in Brgy. Eco, Mondragon, led and headed by Area
Coordinator Mr. Romeo Daz.
Firstly, the method of construction
was incorrect; the elevation from upstream going to the river was incorrect.
They just let the water flow directly to the river they did not consider the VOLUME
of water and CAPACITY of Drainage Canal, pertaining to liters per second
(discharged of water in Hydraulic term). Every time rains pour down even one
half to one hour (1/2 to 1hr rain shower) the drainage canal will
overflow and the water will go to the houses and streets, the drainage canal
can’t catch the volume of rain water and/or storm water, at the upstream 27-inches
depth, at the center of the canal is only 8-inches depth, and at the river bank
or outlet of canal is 27-inches depth only, upstream and downstream depth are
the same. The severe problem is that the canal is protruding above the streets
about 8 to 10 inches. The survey that I had done and conducted, was not followed and used,
instead they had used plastic hose, not considering the Area of COVERAGE or
catchment area, wherein it’s equivalent to 5 hectares, 1.20 kilometer (1,200 m)
canal; they had used PLASTIC HOSE level
only (traditional method of leveling).
There were houses that the flooring were elevated, they had backfilled their
existing flooring and re-constructed their concrete flooring; they rose their
flooring almost 15 inches depth from the original floor level. Barangay hall was
also flooded; many houses were flooded. It’s okay for me because I’ve solved my
problem. How about other affected houses those who can’t afford to remedy the
problem? They don’t complain to the Barangay because they are afraid. My God! Ano
bang KLASING CANAL ito? noong wala pa ang CANAL hindi BINABAHA ang barangay namin,
ng MAGKAROON ng CANAL BINAHA ang mga bahay, ang KALSADA ay GINAWANG ILOG at IRRIGASYON
ng rice field. Ang laking PERWISYO naman po ng CANAL na ito.
Secondly, I was the Civil Engineer who
signed (signatory) in the side of LGU but they didn’t pay attention to my
suggestion. Community Facilatators (CFs), Engineer and the Area Coordinator (AC)
Mr. Romeo Daz of KALAHI didn’t listen to my opinion’s and suggestion? At the start of construction, I had insisted and
volunteered to conduct survey, but the Area Coordinator said there was no fund
for survey. I had initiated and
conducted survey using Theodolite survey instrument (Engineer's transit) for survey
with the help of Geodetic Engineer Marcial Dato, but they refused to pay and use, and to follow, instead they had used
plastic hose level as per advice of their foreman and their Engineer
(KALAHI-CIDSS). You know Madam! the Area Coordinator said he graduated from UP Tacloban City (daw). He said he is excellent (Daw) excellent in house flooding and street flooding ("MAGALING MAGPABAHA ng mga BAHAY at KALSADA”). I knew fully well that he is not an engineer (ang
pagkaka- alam ko po hindi siya Inhinyero). They said they should be followed because their funding is bigger than LGU (Sila daw ang dapat masunod kasi ang funding daw mas malaki ang KALAHI equal
—70% compared to 30% from LGU). LGU civil
engineer can’t interfere, or can’t make some corrections in plans and works
(constructions), they wanted me to affix my signature immediately. This KALAHI program is a partnership
between KALAHI and LGU isn’t madam?
Thirdly, Madam, Mr. Romeo Daz (Area
Coordinator) should have given and relied the decision to his own engineer, he should
have trusted the engineer, his (engineer) technical knowledge, consulted him, they
should have studied the methods of construction. Even my opinion as signatory civil
engineer was never heard by him, and he did not listen to my suggestion,
despite of my insistence. Instead he paid
attention to his foreman’s opinion and/or advice. My goodness! He listened and relied to foreman’s opinion rather
than listening to an engineer’s opinion. Sobra naman, napaka- incompetent naman niya. Magaling lang magsalita, pero sa GAWA, PALPAK naman pala. Hindi niya
kaya’ ipa - intindi at ipaliwanag sa Foreman na hindi siya dapat ang masunod. Foreman technically speaking has no
knowledge about HYDRAULICS
HYDRAULICS – In civil engineering, concerns
primarily, study of flow of water in drainage canal, irrigation, water supply,
rivers, dam building; there
are many formulas to be used to determine, e.g. rainfall
intensity, slope, hydraulic depth, velocity formula and discharge of water formula
(S, R, V, Q). Only Civil Engineer has the knowledge about
these major subjects with many formulas, namely; Hydraulics, Surveying, Structural
engineering and construction
management in the field of civil engineering.
Madam, you know I was traumatized (upset) because of this drainage Canal project, because I was sneered, I was mocked by the people. I was the victim of flooding, and of this troublesome, maligned by this foreman Mr.
Pedrito Rongcales, he said I am only pretending as engineer, nagpapaka-engineer lang daw ako (ang Foreman na ito naka
sandal sa pader at poder O sa mga pulitiko). Mas marunong pa daw siya kumpara sa mga engineer (He knows more than engineers know)
iba naman na tao patatanggalan daw ako ng Lisensiya (one of them was Milagros
Parado an LGU employee). I sought refuge
and help but nobody was in my side. The Community
Facilitators (CFs), uttered annoying and mocking remarks, the Area Coordinator Mr. Daz said! and I quote
“It is just a little problem, and it is normal in construction! you better backfill your flooring.”
I was the signatory civil engineer on
the part of LGU of almost Php30 million (for 3 cycles) KALAHI projects, and the fruit is humiliation for a Php 5,000.00
per month salary (as casual before). How painful on the part of my family? What
a pity Civil Engineer and my family? I
was blamed and my reputation as engineer was maligned and I have suffered
morally for the consequences, for the mistakes of others, and for the
mistake of Area Coordinator and KALAHI inexperienced engineer assigned to our
town.
Madam, I and my family even as early as 1:00AM to 5:00 o'clock in the morning we stayed awake, yes! we stayed awake during rainy days "no typhoon," and flooding time just to dewater inside of our house, because we were flooded, and our house was submerged and full of water (ako, kami ng family ko, kahit madaling
araw po, from 1:00AM to 5:00AM,
gising po kami during rainy days, (no typhoon) and flooding time), my daughters climbed on top of tables and chairs.
I was blamed by my wife (an elementary school principal), she quarreled to others just to protect me from embarrassment, she said I was used as signatory only for KALAHI-CIDSS and for the LGU. Now, I had backfilled already our lot and flooring, almost 40 cubic meters I used for backfilling including inside flooring
of our house, 14 inches depth I had backfilled. I had spent almost Php75,000.00 to remedy the flooding.
Madam, isn’t it the purpose of KALAHI is poverty alleviation? Not to give problems!!! What are the methods of Implementation of KALAHI? Is it
correct that a Foreman should be the one to be followed and also pulitiko that
has no technical knowledge about this kind of project? And/or is
it the Engineer and the Area Coordinator of KALAHI only? How about LGU Engineer,
is he for signature only? Who has the authority that should be followed is
it the foreman or volunteer?
Madam, will you please, please, your good
office improve the method of implementation? The signatory civil engineer can be charged for
Malpractice and Incompetence. Engineer should be a part in construction supervision, not for signifying and/or signature for the purpose of releasing the money, not for display purposes only and will
be discarded later on.
Residents of Brgy. Eco and people complained, but it was white-washed and there was cover -up together with the consultants and inspectors from Regional
office; Why they were hastening to complete the construction without direct supervision of a civil engineer, but only the foreman who supervised the works, PALPAK
naman. Residents here were quarreling because of this Drainage Canal. This Area
Coordinator is too good to flatter the Mayor, he shrugged only the problems. He said you better backfill your flooring, elevate your house and your lot "tambakan at i- elevate
ko na lang daw ang flooring ng bahay namin." They wanted to finish the projects but not in accordance with specs and good workmanship, "Ang gusto matapos lang ang
proyekto na wala sa ayos." They want awards to be put on to them for early completion, "mabigyan at masabitan sila ng AWARDs".
There were AWARDEES people, because I was the signatory Civil Engineer, but
in return, I
was blamed, humiliated and maligned in public due to flooding. People who
supposed to be in my side and trusted me as co-worker, they abandoned me
instead, and put on to me all blames, and humiliation.
As of this writing (to date), there is
no major repair and maintenance initiated by KALAHI- CIDSS and LGU. I have information that LGU of Mondragon would
like to avail the KALAHI Part 2. I’m not
against the KALAHI program, but I don’t agree with the method of
implementation, authorizing foreman and volunteers to lead the works without
the direct supervision of a license civil engineer. I am hoping that next time you will send an Area Coordinator who is smart and efficient in making decisions and in working infrastructure project not only for public speaking (sana po! sa susunod
magpadala kayo ng Area Coordinator (AC) na MAGALING sa GAWA hindi sa salita). If not for Mayor they would be thrown to the flood water (kung
hindi kay MAYOR baka pina-anod na sa BAHA ang Area Coordinator at Engineer na na
–assigned dito sa Mondragon).
Attached herewith are the VIDEO CD-ROM
and PICTURES during flooding in the streets along Consolacion and Nalazon
streets for verification/investigation of your infrastructure engineer. Attached
herewith also was my letter (photo copy) to Mr. ROMEO DAZ the Area Coordinator.
I’m attaching the proof (photo copy) that
I am not a bogus or fake engineer as they had alleged, while they had used and benefited
from it.

Hydraulic Design, My Father and Juan Dela Cruz
My passion for Structural Engineering, I focused my sight to delve into many books for Structural Analysis and Design calculations and Hydraulics calculation, so most of the time given to me by God, I used to study and to research the history of this interesting major subject in civil engineering.
In my SOLITUDE and secluded time I had the opportunity to meditate asking guidance from God, because of many major major question marks (?) that always recurring to my mind asking myself and praying to God, I humbly asked God about the words of wisdom that I always reckoned, uttered by my earthly father who is a diligent person, a farmer and a Barangay Chairman at barangay Imelda. My father was able to send me to college, with his dreams to have children civil engineers as their profession, inspired by my godfather Avelino Siquig a civil engineer and a teacher. We are grateful to our earthly father for caring and loving us, and supported us even at the darkest time of our life being his children.
In retrospect, the words of wisdom which recurring to my seat of consciousness that were uttered by my father, occurred sometime in 2008, when we had a conversation with my father, and my younger brother a licence civil engineer also, while we had a dinner we talked about our professions, the occurrences, circumstances. We talked about those LAYMAN persons in our town, how they had abused their connections to political figures and/or politicians, show off (bragged) themselves and acted as ALL KNOWING and PRIGGISH, NONCHALANT. They were showing to their Bosses, that they knew more than those who were educated in the University and seasoned already in their field of studies, acquired specialization for structural engineering subjects in civil engineering degree, namely;
- Reinforced concrete design,
- Structural steel design,
- Timber design,
- Engineering mechanics,
- Theory of structures (Structural Analysis),
- Strength of Materials (mechanics of materials),
- Hydraulics,
- Surveying
I am sorry to say that political positions are just temporary every 3 years there is an election. A big question mark (?) to our minds. Why is it? What a disgusting acts? How could they abused their connections? They should act and accept gladly as what they are, their education and relevance to infrastructures. They are not engineers as we are, they are considered layman persons (carpenters like Mr. Pedring Rongcales, masons, religious pastors "Mr. Baldonado" and ministers, politicians), we humbly understand them with all due respect, but they could not understand our side that we have license to protect anytime can be revoked by Professional Regulation Commission, we follow standard codes, methods of design and construction. But, still I understand their side as avid supporter of the mayor, governor, congressman, president, the same as I am, I had supported them financially, physically and most importantly my family all out support for them. We recalled how we supported people that supposed to be our friends, allies, and then, we admired them as leaders. Unfortunately or fortunately (in other side of the story), I was employed for signifying and/or as a signatory of the projects for their HONOR and FAME and GLORY.

KALAHI-CIDSS Overflowing Drainage Canal project, Mondragon, Philippines
As engineers we follow orders from our Bosses, even it would risk our profession, we signed promptly, we closed our eyes (pikit mata tayo), because of fear of being fired from works. To mention precisely, the KALAHI-CIDSS projects of the Department of Social Welfare and Development funded by the World Bank in USDollars, which I had signed immediately amounting to 30 millions pesos, because I was told by my boss that he would fire me from work, if ever I will not cooperate and/or obey and eventually yielded to his command and likes. I was saddened of those events and threatening words, I was forced and compelled, I had experienced pressure from my Boss. The Area Coordinator of kalahi-cidss who is not an engineer had incited and instigated the mayor that I was not cooperating, making some corrections and suggestions, then the mayor (my boss) got angry. The area coordinator Mr. Romeo Daz which is an effeminate a sissy person does not like to be corrected and accept suggestion from engineer. The KALAHI-CIDSS area coordinators were hastening the signing of plans even without reading the documents, hurrying the implementations of the projects to impress their directors that they are good enough, excellent to their works without giving due respect to engineer who signified as to the correctness of plans and program of works. They did not use survey instrument for drainage canal, foreman has to be followed, they relied more on the basis of layman experience rather than scientific method per advise of the engineer, applying formulas for rainfall intensity, slope, velocity and discharge of water of course using the principles of Hydraulics, so the result of their ignorance of scientific method is overflowing drainage canal.

i = average rainfall intensity, for the period of maximum rainfall of a given frequency of occurrence having a duration equal to the time required for the entire drainage area to contribute flow.

KALAHI engineers and few people in our town Mondragon are showing off despite of the fact, that they do not know how to make analysis and design for footbridges, school buildings, conduct survey and used it for drainage design, they don't how to consider the forces of nature, mechanics of engineering, design criteria, what they did was to prepare a hurriedly done program of works and submit drawing proportioned by the RULES OF THUMBS.
Hence, my recommendation to the DSWD Undersecretary Luwalhati Pablo and DSWD Secretary Dinky Soliman which are the in-charge of kalahi-cidss they/she should send to the field an experienced engineers to handle this kind of infrastructures, anyway this government program is being funded by the world bank (in million US dollar) .
Engineers are good followers they closed their eyes to impress also their Bosses, but sad to say to tell frankly to the world, often times engineers are forgotten, neglected and untold heroes, they are good only for themselves. The Bible say! whoever exalts himself will be humbled and whoever humbles himself will be exalted... Matthew 23:12.
I admired people who are in position and have powers, because they controlled the government. They were trusted by majority voters but not all voters and inhabitants of the province and/or town. Majority votes......! "meaning more than one(1) vote against their opponents". They looked for source of funds for infrastructures, so that they could give to their constituents to fulfill their promises, and of course engineers are a part of it, for programming and signatory, having the technical knowledge as per Republic Act, "RA 544 - Engineering Law of the Philippines" photocopy of which is available at my residence. And my father said to us and I quote "Only in his HOMETOWN and in his OWN HOUSE is a Prophet without HONOR- Mat 13:57." .......these words of wisdom came out from his mouth as a layman person. But my father quoted the words from the New testament Bible, and these words were uttered and spoken by Jesus Christ while teaching the gentiles in Israel, who did not believe him as a Messiah, a Savior.

KALAHI - CIDSS PROJECTS -DSWD
The stories and information of KALAHI-CIDSS projects, the success and failures.
Based on the evidences and records which I have at hand:
Finally, the third (3) cycles of kalahi-cidss came on March 2009 and it was submitted to me for review in the amount of Php10, 000,000.00); the list of the projects are the following;

At the time when KALAHI-CIDSS had started, it had occurred on May 9, 2007 when kalahi engineer Steve Abrogar transmitted a letter to LGU engineer Mrs. Nora Cananua informing her that the only lacking in the documents was her signatures for the request for fund release (RFR) and submission to the Department of Social Wefare and Development (DSWD) Regional and National offices and from the World Bank, and then on June 5, 2007 (date verified), the Mayor issued a Memorandum to the LGU engineer Nora Cananua, the excerpt is "You are hereby directed to facilitate the approval of work plans and specifications, program of works of the 14 priority KALAHI-CIDSS project of this municipality on or before June 7, 2007" the signing of voluminous documents, but Nora Cananua was unwilling to cooperate she asked many requirements, documents as per her letter to the deputy area coordinator dated May 10 and May 22, 2007 (date verified).
As theirs best recourse and solution of the problem, the Mayor and Vice Mayor resorted to use me.
Here is the story of the success and failures:
On June 8, 2007 (date verified), the day of the feast of San Antonio the Padua, almost a month after the Local election in May 10, 2007, an event in my father’s house (our house) when the kalahi-cidss Area coordinator Mr. Noel Pesquera and the kalahi engineer Mr. Steve Abrogar went there and we met, by surprise he handed-over his mobile phone to me and then he said to me and I quote! “Mayor Bugna is on the line”, promptly I held his mobile phone and answered, “hello! Mayor good morning!” the Mayor told me, and I quote! “You help them in the process of the documents for the KALAHI-CIDSS projects and you sign the plans, documents.” By these order I was amazed by these RISKY NEW TASKS because I was not aware and well informed of these projects, when in fact and the truth they have their own municipal engineer that has a function and authority to handle those projects. By surprise I answered hastily, “YES! MAYOR” It was because in my senses (my mind) and my feeling (heart) I was then waiting for the HELP of the MAYOR that someday (for the time being on his goodwill) he would open his mind and his generosity to me, as a return for my obedience to him. Consequently, I told the two (2) men of kalahi-cidss that we should meet at my private office at our house, and so, they brought to my office house the voluminous documents for the first (1) CYCLE, which consists of 14 projects (Php 10 Million) for 14 barangays of the municipality of Mondragon. These projects consisted the following;
- 4 units- School Buildings (Dona Lucia-3rooms, Makiwalo-2rooms, Bugko-2rooms, San Antonio-2rooms)
- 2- Footbridges (La Trinidad, Talolora)
- 6 units- Water supply system (Santa Catalina, San Isidro, Cablangan, Nenita, Demaria, San Jose)
- 1unit- Drainage system (Roxas)
- 1 unit- Solar Dryer (Mirador)
Unfortunately, I was not aware that there was these kind of projects about the process and implementations of the said projects, because during barangay assembly meetings I was not invited even a single meeting, I was not informed by the Mayor, by the DSWD-KALAHI-CIDSS personnel for the preparation of those projects, it’s because of their consideration to their LGU municipal engineer (wiseacre engineer, an obstinate, whose purpose was to delay and get five(5%) percent from these projects for her assistance to the engineer, an appointee of the late Mayor Dapulag) favored by her political party, who was then not cooperating to the administration of Mayor Bugna Jr. Consequently, I’ve tried to be compliant to my boss, “Were it not for the Mayor (out of consideration for him).” I sat down and gazed (look long and steadily) these voluminous documents, while the kalahi-cidss engineer one by one scanned the documents, and then he pointed to me the place and space where should be the space I should sign. It was a risky decision (choice, judgment) in my life as a registered professional civil engineer to sign documents which I did not read and peruse the papers and documents I was signing. In my belief that my boss will ultimately open his heart to give me reward and/or should I say” HELP” for a person in need of help.
Accordingly, I closed my two (2) eyes (Pikit MATA ako in local dialect) then I signed the 13 projects for thirteen Barangays and retained one (1) project which I have to review and check plan and estimates for the proposed footbridge for Barangay Talolora, because in my judgement and/or findings it was not planned, drawn as per standard engineering practice, it was drawn by a certain Jeffrey Mangada a draftsman as per request of Kalahi engineer. This draftsman is also professing that he is an Engineer and Architect although he graduated only Bachelor in Technology, major in architectural drafting (No KNOWLEDGE about Reinforced Concrete Design, Structural Timber Design, Structural Steel Design, Engineering Mechanics, Theory of Structures, Strength of Materials (or Mechanics of Materials), Hydraulics and application of these subjects to Structural Analysis and Design), at the University of Eastern Philippines with certificate of passing the TESDA exam, when he passed after 5 times of TESDA exams and converted this to Sub-Professional eligibility.
Subsequently, after one week they came back to me to follow up the plan, estimates, program of works for my review and signature, so I told them to revise the plans, because it appears, it does not conforms to the standard engineering practice, the design strength is less than the required strength, I had required them to submit the Structural Analysis (Computations) and Design Calculations, so that, I should have the basis for checking the plans for the design strength of the 11 meters span and 66 meters long concrete footbridge. Hence, they brought back with them the plans and program of work for their revision, because at that time my TASK was just to review and sign the voluminous documents.
Three(3) weeks had passed; on July 8, 2007, they came back again with computer printed structural analysis (Calculations) for my review, it appeared they borrowed from provincial engineering office intended for 5 meters span footbridge, so I checked it and noted my findings and made corrections, I told them the calculations for 5 meters span footbridge is not the same or it would not match with the intended plans for 11 meters span footbridge, bring to me a correct calculations and immediately I will sign it period.”
God is my witness I am not a corrupt engineer, at that point in time I was just apprehensive with my profession, and my license might be put prejudicial. Until such time when they were unable to produce and submit analysis (computations) for the 11 meters span footbridge, and so, it had occurred to them to make a decision to make a deal with me that I will be the one to undertake the ANALYSIS (computations), I had agreed but with a condition that they would pay professional service fee of one and half percent (1.5%) of the project cost (this is a fair and just professional fee for a civil engineer) and this was for the services which I've rendered to them, because I was not the municipal engineer I was only given a meager salary as contractual employee, in fact I was only helping them being used as signatory for their accomplishment, it was their job and task. So therefore, I hurriedly done the analysis (computations) and sketches for the plans, because I was then hoping at that time that they were good people and that they would hold and be faithful to what we had agreed upon, and they promised to me. Unfortunately I was not aware that they were unwilling to pay me; instead they complained and urged the Mayor Bugna that I was asking for payment for my services.
Moreover, I went to Manila for the renewal of my PRC license, when I arrived on August 4, 2007, Mayor Bugna invited me to his residence there I got pressure from him, he asked me, "what happened what is the problem in the documents for the footbridge in Barangay Talolora? Why did you refuse to sign the documents and help the process?" I explained to him slowly with mildness of my voice the reasons why I did not sign the last project of the first cycle, It was because they did not submit the analysis(computations) and they asked me to make the analysis and because they don’t know they procedure how to prepare, you know Mayor they lack in actual practice. Consequently, I was astonished to his reply the threatening words when he said to me and I quote “Pusilon ta ikaw!" this word he uttered was in local dialect (I'll SHOOT YOU! in english). From then on I was evading his presence because of fear to him. After 4 days on August 8, 2007, he invited me again at his office to sign the document, so I signed promptly telling them in front of the Mayor and kalahi engineer, “Had it not been for the Mayor (out of consideration for him) I will not sign these documents! My only witness is God he knew everything to what had occurred for the first cycle of KALAHI.
On November 20, 2007 after almost 4 months I was surprised again when Matias Cabalitan invited me, he also threatening me to leave them ("Ayaw sa am didi" in local waray waray dialect) if the KALAHI engineers won’t be able to implement the projects when in fact they were implementing at that time the 13 projects for 13 barangays, the construction of said projects were on-going, and I have signed already the plans and program of works for the footbridge in barangay Talolora the #14 project, and there was no need for the analysis (computations) because I signed it already "Ah! maybe they were making some alibis to blame me.
Again on May 2008, the second (2) cycles of kalahi-cidss amounting to Php9, 750473.00 had been submitted to me for my review and signature; the list of the projects are the following;
- 3 units - School buildings ( Imelda-2rooms, Roxas-2rooms, Bagasbas-3rooms),
- 1 unit - Flood control with stone masonry (Chitongcco)
- 1 unit - Drainage canal system (Eco)---this was the project that prompted me to leave my Boss the Mayor (please see the story entitled: Hydraulics, My father and Juan Dela Cruz)
- 2 units - Day care center (San Agustin-1room, Hinabangan-1room)
- 1- Farm to Market road (San Juan)
- 1- River control and landing (Cahicsan)
- 1 unit - Water supply system level 2 (Flormina)
Finally, the third (3) cycles of kalahi-cidss came on March 2009 and it was submitted to me for review in the amount of Php10, 000,000.00); the list of the projects are the following;
On July 23, 2008 (date verified), I had observed that the method of construction for drainage was incorrect, so I looked for the barangay Eco chairman Mr. Marlito Bugna a brother of the Mayor, and then I introduced some suggestions to him, I suggested that they should use engineer's transit or level instrument, but he insisted that, they are just using traditional method only! using plastic leveling hose because there was no funds included in the program of works, I will quote his exact words to me "we are going to use traditional method only! using plastic leveling hose okay na, isn't it?" so I humbly argued with him, that it is not good to use leveling hose it might result to a problem, because the drainage canal might overflow, I humbly suggested to him that they should use survey instrument, like theodolite or engineer's transit, level instrument, but he said "there is no funding for the survey, the KALAHI would not allow it! Is it not before you are the municipal engineer, but now, you are not!" What a sarcastic remarks? my conjecture I felt insulted, I discerned that he was annoyed of my being persistent. The result was a failure because of shortcoming on his part and to their part.
- 5 units - School buildings (La Trinidad-2-rooms, Flormina-2-rooms, Cablangan-3-rooms, San Jose-2-rooms, Cagmanaba-1-room),
- 1 unit - Fish port building or Bagsakan of fish and agricultural products (Makiwalo),
- 1- Sea wall and river control (Eco),
- 1- Road re-gravelling with stone masonry (Chitongco),
- 1- River control (Roxas),
- 1- Drainage canal system (Hinabangan)
In my discernment and comprehension I have no option to choose but to deal with them and be humble myself, they submitted the 3rd cycles projects to me for review (a formality word "for review") but in reality no review at all because they do not want or allow me that their works be reviewed by me, so again I had closed my two (2) eyes then I signed all the program of works in front of the Mayor, eventhough there were no plans, drawings for seawall and river control, fish port and roads the only available are program of works for my signatures.
- 12 units -School Buildings- 26 rooms
- 2 units -Day care center buildings- 2 rooms
- 1 unit - Fish port building or bagsakan
- 7 units -Water supply system level 2
- 2 units -Footbridges 80 linear meters
- 3 units -Drainage system 2 kilometers
- 1 - Farm to market road
- 1 - Seawall and river control
- 2 - River control and landing
- 1 - Road regravelling with stone masonry
- 1 - Flood control with stone masonry
- 1 - Solar dryer
Hence, this was the story behind of KALAHI-CIDSS projects which I had signed, for the information and reference of the people who are not well-informed and aware of these projects which I was the sole responsible, sole signatory civil engineer on the part of the local government unit - LGU of Mondragon, Northern Samar, Philippines. I can keep shouting aloud to the people of Mondragon and to the whole world that my education, and my profession was used by the politicians, my kababayan as a whole, because the LGU- municipal engineer who was then not cooperating with the Mayor, recalcitrant, stubborn person, who was then asking five (5%) percent of the project cost for her assistance to the engineer demands, and the Mayor, the Vice Mayor could not compel and coerce her to sign these kalahi-cidss projects (Php30,000,000.00).
Therefore, I challenge everyone Carpenters, Masons, Plumbers, Pastors, Priests, Teachers (Education, Elementary and secondary, Agriculture education graduate), Architectural DRAFTSMAN (BT), Business Administration (commerce graduate), Community Development (CD), AB Political Science graduates, Lawyers, Doctors, Mechanical, Agricultural, Architectural, Electrical, Chemical engineering graduates (ME, AE, EE, CheE), politicians not degree holder to enroll in the College of Civil Engineering at any University and/or college to learn about Civil Engineering.

Top ten (10) News in 2010 in the Province of Northern Samar, Philippines
Here are
the ten (10) news in 2010 of the Province of Northern Samar:
No. 1
Ambush in Brgy Imelda, Catarman
On the 23rd
of August 2010 ambushed perpetrated by the New People’s Army (NPA) rebels
operating in the province, eight (8) policemen were killed on the spot while on
their way to Brgy. Imelda, Catarman five (5) kilometers away from Catarman
proper to respond a complaint involving a barangay official who was allegedly
killed by the NPA.
No. 2
Ambush in Sta. Fe, Las Navas
The No. 2
spot was the recent ambush made by the NPA that killed ten (10) Philippine Army
soldiers belonging to the 63rd Infantry Battalion and a nine (9) year old boy
who was also killed in the cross fires, and two were miraculously survived the
ambush. Reports reaching the 803rd Brigade based in Camp Sumoroy, Catarman town
revealed that around 3:00 pm on December 14, 2010 while the soldiers were on foot patrol
along Brgy. Sta. Fe and Brgy. Perez, Las Navas, N. Samar area.
No. 3 SK
and Barangay Elections marred with massive vote buying and “kidnapping”
Based on
the reports gathered by the Catarman Weekly Tribune a local newspaper, the
barangay and SK elections vote buying reaches as high as P5,000.00 per voter
while parents of SK candidates spent around P100,000.00 to ensure their sons
and daughters victory. In an
interview, a SK voter who requested anonymity said she was offered as high as
P10,000.00 and was instructed to stay in a beach resort here in Catarman for quite
a number of days free food and accommodation.
The Two
(2) million peso highway robbery landed the number 4 spot.
Domingo
Dianito, municipal treasurer of Las Navas was on his way to Las Navas town on
board of a passenger’s jeepney. With him was the P2 million pesos cash which he
had withdrawn on that day intended for the salaries and wages of
LGU officials and employees of the said town. Upon reaching Barangay Dona
Lucia, Mondragon town near the St. Paul Seminary the two unidentified men that
boarded the jeepney at Petron gas station in Brgy. Bangkerohan, Catarman
stopped the jeeney. There, men who were on board of a car parked just few steps
away where the jeepney had stopped and parked, alighted from the said car
immediately boarded the passenger jeepney and announced that they were looking for a man
who was in possession of a cocaine, suddenly, one of the men that boarded at
Petron gas grabbed the bag that contain the P2 million cash from the municipal
treasurer while the other man draw his pistol and pointed the gun on the head
of the victim.
No. 5
Killings within Catarman
Fifth on
the list was the series of killing within Catarman. In a span of 15 days four people
were killed, of the four two of which were police officers, while the two were
civilians. Two of these killings were executed in broad day light while the two
were done around 6:00 to 7:00 pm.
No. 6
Series of motorcycle incidents that claim more than 10 lives
Sixth was
the series of motorcycle accidents that claim more than 10 lives, the latest of
which was a 75-year-old retired public school teacher from Mondragon who was on
board on his Honda wave motorcycle at the Catarman proper. And the other one was a
certain Nonoy Villadolid a resident from Mondragon who was also on board on his
Honda XRM motorcycle accidentally hit by a Pajero owned by a priest, Father
Infante at the newly constructed Catarman Bridge, according to my cousin the
victim was heading to Mondragon.
No. 7 was
the ambush in Brgy. Makagtas, Catarman, one (1) killed, three wounded
Seventh
was the ambush of Tan’s family along Brgy. Makagtas, Catarman three days after
the Brgy. Imelda ambushed on August 23, 2010. The lone fatality was identified
as Kimberly Trongcoso Tan while three of her brothers were seriously injured.
No. 8
ambush of Atty. Don Avalon and Dr. Myrna Avalon
Atty. Don Avalon was a former Board Member of the second district and former Mayor of San Roque, Northern Samar, Philippines.
No. 9 was the NPA raid in Brgy. Polangi, Catarman
No. 10
was the massive vote buying during the May 10, 2010 elections
And the
tenth spot was the news about the massive vote buying during the May 10, 2010
national and local polls. Candidates buy votes as high as Php10, 000.00 per
voter. In Catarman candidates bought the votes Php1, 500.00 per voter, in
Mondragon candidates bought the votes for Php750.00 per voter.
Aside
from that, the politicians also doled out cash to every graduating student in
the University of Eastern Philippines, in Mondragon High School graduating
students and from Catarman National High School.

The 2010 Barangays (Villages) Election Story
The 2010 Brgy. Election story
At last the Barangay Election (October 26, 2010) had been conducted peacefully in our Barangay (village) Imelda
(although, I was nearly killed and/or be buried alive, per inciter Bernie Baldonado), and the show forces of the Local
Official (the Hon. Mayor, my kumpadre and my godfather [our principal sponsor of our wedding]) against the threat in his
political career, as what he said in his campaign against my father when he had spoken and delivered a discourse to a
meetings (two times verified) at the Mondragon Cockpit Arena and at the meeting place of the Pantawid Pamilyang
Pilipino Program, 4Ps members or recipient of conditional cash grants to extremely poor households to improve their
health, nutrition and education particularly of children aged 0-14, of the national government through the Department of
Social welfare and Development(DSWD) funded by WORLD BANK for the poor people to alleviate their immediate needs
(short term poverty alleviation); He used this government program to force and frighten the voters to vote of his choice
candidates, WHAT A DISGUSTING political system, He had made in his LIFE. His presence in the campaign against my
father was apparent/obvious and transparent (indirectly intended to me, because I supported a candidate for
congressman JUN ROSALES a three consecutive terms Mayor of Catarman and 2-terms Board Member, whom
fortunately won 150 more votes against Congressman RAUL DAZA in Barangay Imelda only, in the last local and national
election), but fortunately/luckily we were able to show to the envious people that our family had not done wrong to the
people. Those who wanted that my father be defeated was embarrassed by the majority votes, my father got 126 more
votes than his opponent, luckily this will be the last term of my father as Barangay Captain of Barangay Imelda. We, my
family and I would like to thank to those who helped us in anyway (in cash, and in kind), we thank you all from our
innermost hearts, we gratefully acknowledged you all. This time we were able to observe that some of our relatives (SB
members Gavino Malobago, Orlando De Guia) were not supportive to us, because of their fear to Mayor Ismael Bugna.
Jr., and that they might be considered as a threat to political career, campaigned not to be voted by supporters of Mayor
Bugna Jr. in the future elections. They are only good to themselves, for their own vested interest. "In politics there are no
PERMANENT FRIENDS and ENEMIES. The only permanent in politics is vested interest. I posted this on November
2010."
I EXPERIENCED POLITICAL PERSECUTION..!!!
This is factual; first, in the eve of October 3, 2009, during the Bugko fiesta I was threatened by the son of Brgy. Captain
George Galing, (because he was instigated by Mr. Toto Rama - a cripple, a disabled person, an employee of Mayor ),
he said, I quote "I can kill you now" this happened in front of my children, my wife, and my father in-law, brother in-law;
second, on February 2010 (verified), my wife when she came back or went home from work she told me that one of the
TEACHERS "so-and-so" in Barangay Nenita confided to her that Mayor Bugna Jr. telephoned Madam Nita Layon, the
words uttered, I quote "don't help Venus and her family because they were supporting Rosales, also he said, I quote "the
husband of this is obstinate (matugas an Ulo" I am called obstinate because I supported Jun Rosales! Despite of my help
to Mayor Bugna, Jr., I harvested threat of my life including my family, the fruit was they MALIGNED my name and
humiliated me. Third, while I was working with Pierre Paul Carpio, brother of the Mayor of Catarman as one of his project
engineer in Las Navas, sometime in the eve of June 7, 2012, during the Imelda village fiesta, my padi Toto had incited
Pierre Paul Carpio (verified) not to give me a chance to work, because Toto was not aware that I was working already with
Pierre Paul; the words was this way "don't give a chance this person (ayaw pag-inasahe ini sya kay taga loyo ini at
masuol an ULO)." In spite of these events, I submit this to God my creator, I've learnt how to forgive...!!! and God will let
them pay for me!

BAD DREAMS
Here is a glimpse of local politics in my Hometown based on my personal knowledge and experiences:
On September 2009 two (2) times I was invited by Mayor my boss to his residence, but because of my resentment (precisely not pride) to him and to his Vice Mayor, who were indifferent to my requests:
My first request, was additional remuneration (for projects in DPWH or elsewhere, having heard with a frustrating story from Willy Rempillo that my requested project at my father's Barangay [village] Imelda would be given to Mr. Matias Cabalitan), and then an annoying remarks of Mr. Willy Rempillo (envious person) when he said to me I quote!
"Uncle Olpior Conge wants to use your license as Sustaining Technical Employee (STE) and/or engineer for contractor's license at the Philippine contractors accreditation board (PCAB), because you're NOT considered government employee anymore, since you are now a contractual employee for KALAHI-CIDSS. In my disgust to Willy Rempillo, I informed them (Evelyn, Willy) that I advised and warned 2 times already Engr. Vio Villadolid not to obtrude and insist himself for the Street Lighting/ Highway Lamp Post (Php2Million) because he is not a relative of Mayor Bugna, and not even a brother-in law, and that this project was already given to Mr. Marlito Bugna, brother of the mayor. Was it bad to tell them my advice to Engr. Vio (my brother in-law).
Imagine! I'll be hired by them as contractor's employee only! Whaah!! I went to Mr. willy Rempillo and told them (Nadulo ak na! diri puede na lahat ng problema kan Nora! ako an TADTARAN!), I told him I'm FED UP, ANNOYED, DISGUSTED already I don't like to be a chopping board.
I have uttered these words! because I was surmising that gradually they are discarding me and throwing me aside in a corner.
Second, a suggestion only to implement the projects in consonance with the standard procedures, but they (their people) do not mind about scientific methods of construction, design and analysis (computations), I had declined to his invitation, I did not report to him anymore as a hired employee to review plans and cost estimates and a signatory of the DSWD-kalahi-cidss projects, because I had experienced to be humiliated by somebody (Mr. Rongcales foreman/carpenter a layman person, pretended to be all knowing person a pedantic, who did not finish even high school, my boss allowed him to supervise the construction of the overflowing drainage canal), who are more closer to Mayor Ismael Bugna, Jr. than I am! I had the opportunity to complain to Mayor, but he said to me "don't interfere!" (AYAW PAGLABOT sa Brgy. Eco.! in local waray-waray dialect) and then he grimaced his face and frowned (nanyam-id) to me as a manifestation of dislike and/or displeased, because the implementer was his brother (my Pade) as barangay captain of Baranagy Eco, who did not care about the correct construction methods and it had resulted to overflowing of drainage canal and flooding of the poblacion barangay (village), I knew fully well and clearly understood as clear as sunshine and fresh water the procedures of my pade Marlito Bugna to implement his projects, with due respect to him. It had occurred to me to sue the person who was close to Mayor for oral defamation for humiliating an engineer. I suffered mental anguish. Finally, I decided to better let God avenge for me, because I believed in bible saying and teaching; Book of Romans, it says "Don't avenge by yourselves, beloved, but yield place to the wrath, for it is written: "Vengeance is mine, I will repay, says Jehovah God."
I (myself), my father and my family were an outspoken, diehard supporter of the Liberal Party, the Congressman Paul R. Daza, Governor Raul A. Daza, Mayor Ismael Bugna Jr. for almost two(2) decades.

On May 2004 local and national election, on Saturday 3 days before election my Padi Toto came to our house and made a deal with me if I have funds to help him in the election, he said, "if you have cool ak siton!" "if I won the election MORE projects will be given to those who could help me." so I told him I have a little money only as contracting engineer! my prime purpose at that time was not to employ but to have projects only. Hence, I had contributed forty five (45) cases of tanduay rum wines (worth Php10,000.00), plus Php50,000.00 cash to Mayor Ismael Bugna Jr. for his mayoralty campaign and to the Liberal Party, we used the cash to buy votes in barangay Imelda I knew this because I accompanied my father to buy votes. I was one of them (the group), when we distributed the money for buying the votes, even my car, my dump truck were used in the field, until midnight and beyond until 2:00 AM in the morning in distributing the money (my money) against the party of late Mayor Elito Dapulag and Vilma Torres. He won as Mayor, my father was a Barangay captain at that time already, he supported the Liberal party and Mayor Bugna Jr. even his own money.
On May 2007 election we supported him again, my father supported him also being a diehard supporter, again I supported him in terms of money a small amount (almost Php30,000.00, if I’m not mistaken), my wife and I personally gave to him (some went through the hands of Mr. Ander Francisco). I was also the person who conducted special operation for Governor Daza - Congressman Daza in buying the votes in Barangay Imelda with the help of Mr. Raul Mananguite as per order of Col. Tony Daza (brother of Congressman Daza), at the same time I accompanied my father in distributing the money for the Liberal Party until midnight, so claimants, like Mr. Baldonado, Nelia Ablazo and Rey Morillo (Rey Morillo was a supporter of Elito Dapulag and Vilma Torres in 2004 election) should not have claimed the sacrifices, and that they were the ones who helped the Liberal Party against the other Liberal Party wing of Congressman Harlin Abayon and late Mayor Elito Dapulag. The persons I mentioned who claimed that they have more sacrifices for the Liberal Party, did not spend even a single peso. But our personal money! my father also spent Php20,000.00, just to buy votes in that election (in 2007); It was just a small amount at least we contributed compared to others who didn’t contribute to the Liberal party, but unfortunately, got more favor from him and harvested more fruits from the Liberal party. Sorry for the unfortunate people like my family!
In one occasion (at 7:00 PM on May 4, 2007- date verified) at the compound of Mayor Bugna, I observed the boastfulness attitude of Mr. Matias and Mrs. Benie Cabalitan, when I said to them! I have relatives in Brgy. Hinabangan (a far flung Barangay of Mondragon), but I was surprised the answer of these two persons, they spoke at the same time your family is small family only (ditoy la iton didto)! not big family! So I did not answer anymore because these two husband and wife are braggart and arrogant. The words uttered by these two husband and wife made me upset and aggrieved, so I kept it in my heart and kept it as a challenge for my family.
Sometime in January to February 2008, I was ordered by the Mayor (Bugna) to make program of works for Road Concreting from Bugko -Nenita, and Nenita to San Antonio, and San Jose amounting to 200 millions pesos including Farm to market roads, I diligently done and fagged all these program of works, the program of works were submitted by Mayor Bugna Jr. to Congressman (Governor) Paul Daza for funding purposes. I was hoping that when funds for these projects become available (ready for implementation), I will be a part of the implementation, but unfortunately I was not included anymore even a single project.
On February 2008, I had implored the mayor to recommend me to Congressman Daza to get projects at the Department of Public Works and Highways (DPWH), Northern Samar, Philippines as per advice of my friends and Kumpadre for a three (3) rooms school buildings intended for Makiwalo Integrated School and F. Dominice High School both of these projects are for Mondragon. As I reckoned, I said to him as I sat down in front of him in his office “Mayor please help and recommend me to Congressman Daza and to the DPWH for projects, because I have some obligations to settle” he then answered to me, I quote! “I myself also have so many debts and obligations” immediately he picked up his mobile phone and called the Asst. DE and he said I quote! Engineer! I will let one of my engineer to meet you, he is Engineer (M), ikaw na bahala diyan! So at 11 o’clock in the morning I went hastily to the DPWH office. There at the DPWH office, I met the ADE and showed to him the list of projects I had brought in my hand, e.g. 2- rooms school building for Makiwalo Integrated School and 1- room school building for F. Dominice High School, he replied to me "these projects have no SARO yet and the funds have not yet arrived.” After a few minutes, he told me that there is a proposed water supply project in Mondragon, he suggested me to help them to find the good source and in the planning, and these should have a sustainability, and potability water source. In my astonishment! shortly after 20 minutes, Mr. Cabalitan (the vice mayor) arrived at the office of the ADE, I had no idea at that instant, that he would come there at the DPWH office, and he sat down in front of me, then he told me in a sarcastic remarks, I quote! “If I were you! you better look for another job you are structural engineer and designer, and there is no other position for you at the Local Government Unit office, it is only for one engineer, we cannot create a position for you, you better run for Councillor, so we could campaign jointly! "and you had made remarks in a party that you have seventy thousand pesos for Nora Cananua as per Mr. Wilfredo Rempillo story."
*** For the information of those people (Mati Cabalitan) this seventy thousand was a barangay project (repair of day care center and basketball goal with budget of seventy thousand pesos) of my father in barangay Imelda, which Nora Cananua had refused to sign, hence my father sought the help instead of late Mayor Dapulag to facilitate the release of the payment through the municipal accountant and the resident auditor, this happened sometime in February 2005 to May 2005 and the project was paid on May 8, 2005 with the help of late Mayor Dapulag instead in one day transaction. Despite of the facts that we asked help from Mayor Bugna, nothing happened. Also, my father asked help from Mr. Cabalitan when he was a councilor but nothing happened.***
I felt insulted and annoyed of his remarks, so I answered to him! “if I run for any elective position I will run with the opposition party, I am an engineer!" I felt afflicted and hurt of this (in local dialect "Nasul-an ak!"). His purpose of annoying me in front of the ADE was to discourage me not to obtrude myself and to cling to the Mayor as supporter may be, and he was envious of me (in local dialect: awaon' naawa' or kaawa') why I was asking for projects from Mayor Bugna? This was my personal viewpoint. And so I left that office and went home with a pique to Mr. vice Mayor. I had awaited for the Mayor (my boss) to confide to him what had occurred at the office of the ADE-DPWH Catarman. At 7 o’clock in the evening on that day I met the Mayor and told him of his vice mayor sarcastic remarks to me. He told me "Did you not tell him that you are not yet the Mayor?" Reluctantly he said to me again "while I am the Mayor don’t leave! Then he said! okay I will take a rest I’m tired!"
Sometimes on March 26, 2008, I met my friends in Catarman just to interact with them. They reminded me about the projects and asked me what was the result of the recommendations I asked from the Mayor (my boss), I couldn't answer to them candidly because I was embarassed before. So, the following day on March 27, 2008, as early as 6 o’clock in the morning I went back to Mayor (my boss) to his residence to implore and to beg him again, as I recalled of what I’ve said to him “Mayor a call using mobile phone is enough to recommend me to Congressman.” As he was listening to me, he said and I quote "just wait for the news at 11:00 o’clock to 12:00 o’clock this day, and then call me about the results." So I went home and waited untill the time he set for me to call him, at 11:30 A.M. I called him using my mobile phone, He told me that “it is not good to transact and ask favour for projects using mobile phone call, we will meet him tomorrow morning at the Makiwalo Integrated School he is the guest speaker there, okay just go with me tomorrow there.” So, I said "yes Mayor tomorrow I’ll be there." I was hoping that he would recommend me to get projects as contractor engineer, (because I knew fully well my status as CASUAL employee as clear as mineral water with meager salary). Accordingly, the next day that was March 28, 2008 (verified date), I woke up as early as 4 o’clock in the morning, having told my wife I’ll be meeting the Congressman, and I took a bathe and dressed up to meet the Congressman at the Makiwalo Integrated School. So I went with the Mayor to Makiwalo Integrated School, at 8 o’clock in the morning Congressman Paul Daza arrived, the Mayor introduced me and said “Pade (he referred to Congressman) engineer is here,” Congressman Paul Daza said! “your father is my friend, where is he? I answered! He is now in Barangay Imelda! Congressman Daza said and I quote paki kumusta nala sa kanya! so I said “yes Sir! I will.!” Then afterwards he walked to the stage with Assistant division superintendent Gorgonio Diaz (who happened to be my cousin), the Mayor, vice Mayor, Barangay Captain, and the school principal. I had awaited untill the graduation rites finished. We had the lunch at the Barangay hall because it was already past 11 o’clock in the morning. After having lunch we went home, I had the ride with mayor (my boss), at their residence we conversed at the dining table only three (3) of us, and then he said “Congressman allowed me that all contractors for projects in our town will pass through me. I couldn’t forget the words and instruction of the Mayor to me, "there is a concreting project in barangay Nenita it is 10 million project, but I need money today. "Do you have financier?"I said" Yes! I have! "then he asked me if my financier could finance the project. "Who is he? I told him! “Mayor! 5 to 10 million pesos he could finance, he is my friend and godfather of my daughter, you know him." and he said and I quote! “You let us meet and talk this afternoon and tell him I need Php50, 000.00, I need to pay my debt, it's Friday today, and banks will close at 3 o’clock in the afternoon hurry up and tell them to withdraw before 3 o'clock (3 P.M). At 12 o’clock sharp, immediately I went to Catarman to contact my financier ("Kuno"- it was Edgar Lim) to ask him to lend money to Mayor Bugna, but Mr. Edgar Lim has no money at that time, hence they borrowed from Engr. Lope Dorado with the reason as being said by Mr. F. Cardenas that its the same because we are one. It had occurred that at 6:30 o’clock in the evening, we brought the money in the amount of fifty thousand pesos (Php50, 000.00) to his residence, Mr. Dorado was the one who handed-over the money to Mayor Bugna, so he received the full amount. At the same time Lope Dorado dare to ask the recommendation of Mayor Bugna Jr. to recommend him to Congressman Paul Daza. And, hoping that I would be a part of the project I waited from April to May 28, 2008, the date of bidding of the 10 million road concreting project. I was not aware that he got an advance SOP (Million pesos) of said project from a certain engineer Dorado (I've mentioned the name because I knew him). Despite of my efforts to ask projects from Congressman Paul Daza, I got 0 as in Zero = 0.
The saddest story was on November 2, 2008 (date verified): The order of Mayor Bugna to me to accompany the Engineers and Surveyor from Provincial government and Provincial engineering office (Jennifer Evangelista, Joan Balasta, David Dorico) to conduct the sourcing of potable water supply for the three (3) interior barangays (villages), Hinabangan, Cahicsan, Cagmanaba the far flung villages 20 to 30 kilometers from town proper of Mondragon. So, because of my consideration and being compliant I obeyed him, I shouldered the expenses, amounting to Ph3,000.00 pesos, we took the ride on boat to reach the area, for three (3) days we stayed at the village. On November 3, 2008, with the chairwoman Evelyn Morillo, we climbed the mountain of Hinabangan village (elevation of the mountain) was 84 meters above sea level to make ocular inspection of the site of spring water, then on the following day we went and proceeded to Cahicsan village and then met the chairwoman and conducted the sourcing of potable spring water, we went to the site on foot (Hipat brook) then immediately we proceeded to Cagmanaba village approximately 30 kilometers from town proper, the elevation of the barangay was 36 meters above sea level, with the help of the Chairman Mr. Rudy Pinca, we went to the site on foot approximately 800 meters from the village, to have a visual/occular inspection of the spring water, the villagers were happy to see us because they expected to have a good drinking water. After 3 days we went back home, we took a ride on a motorized banca (I paid Php1,500.00 one way). Unfortunately, when I tried to reimburse my expense, I was only allowed by the Budget officer to reimburse Ph200.00 pesos per day as per diem, so in my disgust I did not reimburse my expenses to protest this kind of attitude, envious (mga awaon -in local dialect). My right foot and left foot fingernails were peeled off because we footed to the site of spring water sources. How disgusting...!!!
Another story: On May 2009, for four (4) years of working with Mayor Bugna I had the chance to work Ph500 thousand street concreting project partnered with Marlito Bugna as a complimentary only (maybe), everything he managed even the disposal of excess cements 250 bags.
Another story: Here it is! On February 2009, I asked projects from Mayor Bugna while I was signing the Ph10 millions KALAHI-CIDSS projects, so he said I quote " You tell ABC Marlito that I am giving to you the Ph1 million street concreting project in Brgy. Eco, and tell him that I am committed to you," hence, I hurriedly went to Marlito Bugna being excited and told him the commitment of Mayor Bugna to me. But, the Ph1Million project was reduced to Ph500 thousand only because he gave to Mr. Rogelio Diaz the other Ph500 thousand, so I let it passed because I have nothing to do because he is a brother of the mayor.
Another story: was for the project in Brgy. Imelda, in my father's barangay (village) a street concreting at baybay street, I asked this project from Mayor Ismael Bugna while I was signing in front of him (Bugna) the Ph10,000,000.00 KALAHI-CIDSS projects, the third cycle; apparently Mr. Matias Cabalitan was also asking this project. Sometime in August 2009 Mr. Wilfredo Rempillo told me that this project was not being acted upon by Nora Cananua because she (Nora) knew that I was the one who will work on this project; although street cementing projects in Barangay Chitongco and Eco were already implemented and paid amounting to Ph5 millions given to Mr. Olpior Conge and Marlito Bugna. The worst scenario (problem) was that, the street concreting project was also being asked by Mr. Matias Cabalitan, so I was very angry and became restless, I was not able to control my pique and resentment to them, why he is not contented with his projects given by Mayor Bugna (Mondragon Public Market -Php3Millions, Street cementing at Makiwalo-Php500T, Bagsakan at old public market-Php400T, etc.). what a man ..G?
On April 2010 after almost one year this project was implemented by Lito Custorio and Mr. Cabalitan;
In my sense this was bygone days, and so, "let bygone be bygone." and I felt sorry for them if I am obtrusive (makulit) of my request for favor from them and made hostile comments for them.
I was in a reminiscence at that instant, because of my lamentations; my former partner Engr. Fabian Cardenas offered me to supervise his contract four(4) story commercial building; owned by Atty. Camara, I don't know the real intentions of my kumpadre Fabie; coincidentally Board member Jun Rosales a former 3 terms Mayor of Catarman visited me to our house personally and convinced me to help him in the campaign for the congressional seat for the first district of Northern Samar with a promise that he will help me to have a better work and/or he will give me projects to work as contractor. Subsequently, I had accepted the offer of Board member Jun Rosales, he assigned me as the municipal coordinator, also, at the same time I helped Engr. Vio R. Villadolid ( my brother in-law) a professional electrical engineer, a candidate for board member, an incumbent municipal councilor of Mondragon. Accordingly, I declined and forgot the offer of Engr. Cardenas.
Moreover, I helped the campaign of Jun Rosales for congressman in more than than one(1) month I went to all 24 barangays and visited my relatives, classmate, friends, I had made drinking and tossing of glasses of beer, tanduay wines , coconut wine "tuba a native wine)" with a promise that if Jun Rosales wins as congressman I can recommend them for health and medicines, works, infra whatever I can help them. Hence, the result was good; Board member Jun Rosales and former Governor Harlen Abayon got bigger votes and Board member Jun Rosales had almost defeated Deputy Speaker Raul Daza and Governor Paul Daza, We had inflicted the Liberal Party, ingenuity, cleverness of the undefeated Raul Daza and Paul Daza a friend of my father and his boss.
Consequently, because of the result of the May 10, 2010, local and national election in our town of Mondragon, Mayor Ismael Bugna, Jr. our godfather (as wedding principal sponsor) got angry to me, because Governor Raul A. Daza scolded him about the election result, because he did not fulfill his promise to Governor Raul Daza that he will manage and give a big margin of loses, he promised five (5) thousand more votes against Jun Rosales and Former Congressman Harlen Abayon. Unfortunately, the Daza's had won by one thousand plus more votes only against Board member and former mayor Jun Rosales and former governor/congressman Harlen Abayon.
Hence, Mayor Ismael Bugna, Jr. politicized every moves and retaliated. He blocked the promotions of my wife an elementary school Principal promotable for elementary school Principal 3 by visiting the office of the head of office. He campaigned against my father in the October 26, 2010, barangay election, but he didn't make it, his candidate for barangay captain lost, and luckily my father won the election for the third time by 126 votes against the protege "Bata -Bata" of Mayor Bugna whom he bet. He made discourse 2 times in Brgy. Imelda (village) in front of the 4 P'S Pantawid Pamilyang Pilipino beneficiaries (inside of a cockpit arena and a meeting place of 4 P's) urging them not to vote my father instead he urged to vote Mr. Julio De guia as Brgy. Captain and Bernie Baldonado and his party.
Our query will be: who are most HONORABLE political figures, governors, congressmen, mayors, vice- mayor, that deserve and possess merit respect among HONORABLE politicians in Mondragon and also Northern Samar? Nobody knows of course!
Now, let us look and analyze and make comments on the personalities of politicians, if who are most HONORABLE amongst the HONORABLE persons and deserve respect from the people of Mondragon and Northern Samar province in general. I will provide the names and data each one of them in my personal knowledge.
Here are the HONORABLE POLITICIANS:
Hon. Harlen Castillo Abayon:
Governor of Northern Samar 1987-1998; First district Congressman, 1998-2007; a lawyer by profession, member of the Liberal Party and shifted to LAKAS-KAMPI-CMD party in the recent 2010 election and lost to Governor Paul Daza. He sponsored and funded the construction of Catarman Bridge 2 (php200 million), and 78 km. road from Catarman to Calbayog City via Lope de Vega (php650 million)
Hon. Francisco "Jun" Rosales:
Mayor of Catarman from 1998-2007, and 6 years Board Member 1995-1998, 2007-2010, an engineer by profession, member of the LAKAS-KAMPI-CMD. He led the construction of the Catarman bus terminal, and public market slaughter house and developed the capital town of Northern Samar.
Hon. Aleta Rosales:
Mayor of Catarman from 2007-2010; wife of Francisco "Jun" Rosales, registered nutritionist, She lost in her bid for re-election under the LAKAS-KAMPI party. The Rosales's are good, considerate and gracious persons.
Hon. Raul A. Daza:
He is an incumbent Congressman 2010-present, Governor 2001-2010, Congressman, 1987-1998 first district of Northern Samar, he was a member of the 7th Congress(1969-1973), and self exiled to United States during the martial law, Deputy Minister of the PCGG (1986-1987),CPA-Lawyer by profession, member of the Liberal Party and former party president from 1994 to 1998. He ran for the senatorial race in 1998 but he lost. I, my father and my family had voted for him in 1987, 1992, 1995, 1998, 2001, 2004, 2007. But in 2010 I did not for him.
Hon. Paul R. Daza:
He is an incumbent Governor of Northern Samar 2010-present; Congressman, 2007-2010, Board Member 2004-2007. He graduated cum laude of BS in Economics at the University of California of Los Angeles (UCLA), USA, a member of California state bar. He was a senior vice president of the Metro Railway Transit (MRT). He is the son of Congressman Raul Daza, member of the Liberal party and he is a friend of my father. I, my father and my family had voted for him in 1998, 2001, 2004, 2007, 2010.
Hon. Ismael Bugna, Jr.:
He is an incumbent 3rd termer Mayor of Mondragon 2004-present, Vice Mayor from 1995-2004. a graduate of BS Political Science in UEP Catarman, he is most trusted of Governor Paul Daza. The mayor is extremely loyal to Governor Paul Daza being the source of fund in any election. He is a magniloquent, grandiloquent, a Glib person and politician in our town. He could tame leaders and persons by offering wines even as early as 6:00 o'clock in the morning, he used to drink beer as his way of entertaining barangay leaders and all his friends. He has many salaried men (errand boys) for his intelligence purposes, his "eyes and ears". Hence, he listens everything, whatever his "eyes and ears" will tell/speak and report to him, and he is surrounded by many instigators and/or inciter persons (manunulsol) "listo sumutab" in local dialect, my father called them as he recounted, "mga listo sumutab" even to the prejudice, to the detriment of others. He hires many job orders during election period to ensure his victory. Finally, he is surrounded by many sycophants just to get favors from him to ask works with salary ranging from php80.00 to php120.00 pesos per day.
In one occasion at the mayor's residence, I have seen a manifestation of the mayor's smooth, soft spoken but overbearing, the peremptory attitude . On August 4, 2007, at 7:00 PM (date to be verified), the date and time when he commanded/ordered me to make the analysis (computation) of the footbridge in Barangay Talolora, and then sign the documents. Indeed, the preparation of plans, cost estimates and structural analysis and design are the works of the kalahi-cidss engineers from regional office, unfortunately the fact and reality they (kalahi-cidss engineers) don't know how to make the Structural ANALYSIS (computations) and Design Calculations, because of inexperienced in actaul practice. My task and/or job was to review and affix my signature only. Instead, he insisted that I should be the one to make analysis and sign promptly, and he said to me, and I quote "Pusilon ta ikaw"- (in English dialect "I'll fire you! or I'll shoot you") if I don't obey", while he walked going to their kitchen. Obviously, who am I to disobey the boss? I surmised at that time he was joking only, but nevertheless, I hurriedly done the analysis and signed immediately without additional remuneration as what we've agreed when I (myself) and kalahi engineers, area coordinator talked and they promised, being my specialization. Were it not for him "the Mayor" I did not make the analysis, affixed my signature! It was for him "the Mayor" (out of consideration for my godfather and kumpadre), with due respect to him. Anyway this is bygone days, I let bygone be bygone.
He had won several elections, because majority of the voters believed that he is the one who could bring infrastructure projects to our town being close to governor Paul Daza, and people of Mondragon believe that he is a good person. Nevertheless, only God knows who are good persons and politicians? nobody knows, of course!; Clearly, only TIME will tell us who are most trustworthy to hold public office as public servant.
Matias Cabalitan:
He is an incumbent vice mayor 2007-present. 3 years councilor, a graduate of BS Agriculture Education in UEP Catarman, Philippines, most trusted and protege of Mayor Ismael Bugna, Jr. He thinks that he is more good than others, because he had worked in DPWH as laboratory technician.
He is the one who said to me on November 2007 (date to be verified), and I quote Analysis(computations) and design calculations are not necessary for footbridges, it is only a footbridge and the users are the villagers only. and he said again, I quote "if you do not affix your signature you better look for another job, you have high qualifications, in local dialect, I quote "AYAW SA AM didi" (go away from us), the municipal engineer is insecure of your qualifications. He was mentioning his favorite municipal engineer whom they could not compel, coerce to obey them and to sign the kalahi-cidss projects, they used me, they made me as their scapegoat; And, he was talking and referring about a footbridge with 11 meters span, with 66 meters length, one of the kalahi-cidss sub-projects in barangay Talolora. At that point in time, he was compelling and coercing me to sign, affix my signature of the said footbridge project as per instruction of my boss to him, when he was an acting mayor. Notwithstanding there was a need for analysis, I had signed, affixed my signature immediately, all the kalahi-cidss sub-projects, and the local projects assigned to me, just to be good to my boss (Mayor Bugna Jr.) and be compliant to them. He was blocking me to get projects from DPWH. His wife was the one who underestimated and belittled me when she was a councilor in 1992 to 1995 just for a waiting shed construction in Makiwalo, because of the mistakes of the carpenters she put on to me all the blames, a Php50,000.00 (USD1,000.00) project only in exchange for my dignity and integrity. His wife a 10th grade student or high school graduate only questioned my credibility as engineer. I let bygone be bygone. I let God decide for him.
Hon. Arturo Q. Malobago
He is incumbent Barangay Captain in Barangay Imelda, 3 termer from 2002 up to present.
Hon. Marlito C. Bugna:
He is an incumbent 2nd termer barangay captain of barangay Eco, Mondragon from 2007-2013/present, member of the Liberal Party. Having puffed up (with pride), selfish person, envious, he makes innuendos and insults to his critics, it's because he is a brother of the Mayor. He is a graduate of bachelor of laws (but did not pass the bar exams, 3 times) elsewhere, and BS Customs Administration at PMI Manila. He is my kumpadre when we stood as principal sponsor in a weeding! But I can't blame him really because he is a brother of the Mayor, he has the back-up. He uttered sarcastic words when he told me that "don't interfere anyway you are not the LGU municipal engineer, you are just a signatory in lieu of her."
